There is no reference made to which country this holiday applies to.
[edit] The following sentence should probably be reworked
"His goal was to encourage more women to become administrative assistants (called secretaries at the time). " It would be more natural to state what they were called at the time in the main body in the sentence and have todays title in the ()s.
