Act of Union and Security

The Act of Union and Security was proposed by king Gustav III of Sweden to the assembled Estates of the Realm during the Riksdag of 1789. It was a document, adding to the Swedish Constitution of 1772 new provisons and divisions of power. The King strengthened his grip on power, while at the same time riding on a popular wave that also meant the decrease in aristocratic power.

Some of the changes included;

  • Only the king could propose new laws
  • The Council of State was banished, and the king could choose as many councillors as he pleased (or none)
  • Tax policy was still vested in the Riksdag
  • The judical functions of the Council of State is now vested in the newly established Högsta Domstolen (The Supreme Court)
