More groups concerned on order vs ABC 5 count:

The Christian Nationalist Union (CNU) yesterday added its voice to those who have expressed their strong protest against the recent order of the Commission on Elections (Comelec) in stopping ABC 5 network from televising the results of its own quick count called ?Bilang Bayan.?

"We believe that this order violates the constitutional rights of ABC 5 to freely air that program," the CNU said.

The CNU denounced "the manifest loss of Comelec?s impartiality in the performance of its regulatory functions." While the Comelec preemptorily dismissed what appears to be clear cases of violations of election rules filed against the administration party, including the illegal use of public funds for campaign purposes, it now quickly declares as false information the opposition advertisements of the results of its own quick count, threatening the opposition with prosecution, it said.

It has also allowed the publication of a number of exit poll reports for which no accreditation from the Comelec have been sought or given, the CNU pointed out.

"We all know that those exit polls have become the basis for the dubious worldwide assumption that President Arroyo has already won the election," the CNU said.

"While the CNU is not involved in any of the opposition?s quick count operations, we challenge the Comelec, for the sake of transparency, to show how they have concluded that the opposition?s Quick Count reports are less reliable than that of Namfrel and the SWS exit poll results."

"CNU is not interested on who will win this election. What we want is a fair and truthful representation of the election scenarios."

In the case of the Namfrel quick count reports, CNU observed some very serious bias that seriously affects the public perception of the election results.

"We all know that Cebu is the strongest bailiwick of Mrs. Arroyo. It is the only province where she has an acknowledged commanding lead. What Namfrel has not informed us is that as of 4 p.m., May 17, its report already carries 51.13% of votes of Region VII, while the average returns for the other regions for the same report was only 22.12%?"

Metro Manila, with 6.9 million registered votes, has only 1.19 million Namfrel accounted votes yet Region VII, the administration?s strongest bailiwick, with only 3.29 million votes, has 1.68 million accounted votes. With GMA leading in that region by a ratio of 12 to 2.5 the Namfrel presentation gives the unfair impression of a big lead going for Mrs. Arroyo.

In the case of Central Luzon, it is generally conceded that Poe decisively leads in the region with all the provinces going for Poe except Pampanga. The Namfrel 4 p.m. report of May 17, however, had Mrs. Arroyo leading in that region with 693,461 votes against Poe?s 252,794 votes.

CNU said it questioned how Mrs. Arroyo can have an advantage of 2.75 times against her closest rival in a region where she is generally weak and his rival strong. "We can only presume that the returns recorded for Central Luzon in that report have mostly come from the President?s home province of Pampanga."

"In the name of truth and transparency, we ask Namfrel to explain the lopsidedness of their report and why they have not earlier warned the public about it,? the CNU said.

"In summary, CNU declared that it observes a pattern showing that the public is being manipulated to believe too early that Mrs. Arroyo has won the 2004 election when figures are clear that it is still a neck and neck contest between her and Mr. Poe, her strongest rival."

"We call on our people to find the reason why, even at the time when GMA was leading by only 40,000 votes, nearly all media networks are declaring a sure victory for the President."

"Is this not a clear case of media manipulation? Has media been bought?

"And now that ABC 5 has dared to show another side of the election results, the Comelec and the DoJ threaten to cut its neck. Why?"

NPC hits order

The National Press Club of the Philippines condemns in the strongest possible terms the naked attempt of the Commission on Elections and the Department of Justice to suppress the people?s right to know ? a most sacred and cherished right in any democratic setting ? in their order stopping ABC Channel 5? Bilang Bayan on the flimsiest of excuses.

In a press statement, the NPC viewed the joint actions of the Comelec and the DOJ as both selective and arbitrary, and without any legal and moral basis.

"The NPC maintains that ABC Channel 5 has every right to conduct its own count, no matter how meager the resources it has allotted for the purpose,?? NPC President Antonio Antonio said.

"The NPC, therefore, strongly urges the Comelec and the DOJ to recall their respective orders stopping the Bilang Bayan of ABC Channel 5 because such orders not only constitute a clear and present danger against press freedom, but a dangerous precedent any democracy-loving individual and institutions must denounce.??
