A Tale of Time City is a 1987 novel by British children's author Diana Wynne Jones.
Vivian is being evacuated from London to the country during World War II, when she is kidnapped by Jonathan and Sam, and is taken to Time City, a City outside Time and Space. Time City rules over time, and the Time Police make sure everything stays exactly as it should. Jonathan and Sam think that Vivian is the "Time Lady" and is causing all this trouble in History. They have grabbed the wrong girl, but can't send her back as they would be caught. So they have a look around history and witness the Iron Casket being stolen; it is one of four polarities that hold Time City in place.
And so the three hunt through History for the remaining Silver, Gold and Lead Caskets, which are all slowly being stolen, when Time City reaches the end of its timeline, and Viv, Inga and Vivian Lee arrive, with two of the Caskets. With them they try and take over Time City, but are eventually thwarted by Sam, Vivian and Jonathan.
