The article Quotations from Chairman Powell: A Leadership Primer was written by Oren Harari and appeared first in the December 1996 issue of the Management Review. The name is a reference to Quotations from Chairman Mao Zedong.

After reading Colin Powell's autobiography My American Journey Harari filtered out 18 basic principles that Powell uses to be a strong and successful leader. Harari, a professor of strategic and global management at the Graduate School of Business at the University of San Francisco, then described how each principle can be applied in the corporate world to help business executives.

In 2002 Harari published The Leadership Secrets of Colin Powell, a book in which he further describes how Powell uses and abides by these principles in order to be an effective leader.
