After an encounter with The Penguin at Gotham Harbor, Bruce awakens with no memory of being The Batman. As Penguin reeks havoc on the city, it's up to Alfred to help Master Bruce bring on The Batman.

The Bat-Signal hovers over Gotham as the Penguin and his kabuki minions steal a crystal bird. They’re interrupted by the Batman and then Batgirl, and a fight brings out. Batman freezes the kabukis and the Penguin escapes by boat. Batman summons the Batboat and follows, leaving Batgirl behind. The Batman boards his boat and the Penguin escapes as the steering wheel is disabled. Batman hoists himself out of the boat just as it crashes into a pillar, and the explosion knocks him out and back down into the water.

With the Batman knocked out, an automatic signal summons the Batboat in retrieval mode and it brings him aboard. Batgirl sees him leave but the kabukis have escaped. Batman returns to the Batcave, unconscious. Bruce wakes up later and has a case of amnesia – he remembers nothing of being Batman. Bruce goes out to an awards ceremony, where Barbara and Commissioner Gordon are also present. Barbara figures out Bruce is Batman but the first performer is “Ozzie and the Cobblepots” – the Penguin and his kabukis deafening everyone with the sound system. Penguin seals everyone in and demands their money and jewelry. Barbara approaches Bruce and hints Batman should show up, but Bruce just hides under a table. Penguin takes Commissioner Gordon prisoner and claims he killed the Batman, then spots Bruce and Barbara and takes Bruce prisoner, then is satisfied and leaves. Barbara is left to wonder if Bruce really is Batman.

The police arrive and Jim Gordon leaves after telling Barbara to go home – she doesn’t, of course. As Batgirl she traces Penguin’s heat signature from his flying umbrella and gives pursuit. Bruce wakes up at a penguin exhibit at Gotham Zoo and gives the Penguin a check, but the villain isn’t satisfied and tosses Bruce into the water. Batgirl makes her entrance and rescues Bruce, while the Penguin sends the kabukis after them both. Batgirl tricks them into cutting Bruce free as he runs for safety. The kabukis grab her and they head out, while Bruce thinks of himself as a coward and then calls the police.

Commissioner Gordon sets off the Bat-Signal but there’s no response, while Alfred takes Bruce home and wonders why Bruce isn’t doing anything. Alfred realizes Bruce has amnesia and takes him to the Batcave. Bruce still doesn’t believe it and then the Penguin makes a public announcement that he has Batgirl prisoner and plans to kill her.

With time running out, Alfred has Bruce don the costume but initially Bruce isn’t particularly comfortable. Alfred tosses a batarang at him to trigger his subconscious reflexes and then has him take the Batmobile out for a spin. At a fish factory, Penguin displays his giant clock with two axe-wielding statues that will kill her when the hour strikes. Bruce arrives as the Batman and enters as Penguin spots him. The kabukis attack and Bruce manages to defend himself on reflex, but he’s still not doing well. He manages to throw an exploding pellet which knocks them down to a lower catwalk, then get to the clock. The kabukis get there first but with seconds left, Bruce regains his courage and his memories, takes out the kabukis, frees Batgirl, and swings her to safety. Penguin uses a fire-umbrella and then flies off by helicopter-umbrella, but Batman disables the helicopter-umbrella and the Penguin crashes down and is knocked out.

Commissioner Gordon arrives and has Penguin taken to Arkham. Batgirl comments on Bruce’s cowardice and Batman just smiles.
