I don't see any blocks in your log. It could be you are able to edit, but your computer cache is telling you you can't. Try editing WP:SANDBOX. Unfortunately, not everyone who uses your ISP is as diligent or helpful as yourself; I've tried working through your ISP's abuse department, but they're either unwilling or unable to help me. In the meantime, if you can register an account, you'll be able to edit -- to do that, you can create one from another location, or contact unblock-en-l and ask for help registering an account (be sure to link this page, if you do).
