You'll probably recall that I reviewed your initial article submittal in August, which was declined due to a copyright violation.
Someone else declined your newer version, and I can only speculate as to the reasons. I agree that Joel Larson is notable and a candidate for an article, and it does appear that you've addressed the copyright concerns with your rewrite. However, in general Wikipedia articles cannot be based on personal research and interviews, but instead must be based on verifiable references. You would help your case if you could cite specific books, news articles, web sites, etc that you used as sources.
A closing thought: you might want to create a free Wikipedia account for yourself. That would allow you to create a Joel Larson article without going through the "articles for creation" process -- and anyone proposing to delete that article would then have to provide a valid reason (like a copyright violation).
