The library uses a shared connection; I know because I go there. These changes could be from anyone in that entire county. Or possibly a vistor.

It is very important that you understand that this is a shared IP address. It is registered to a public library. Many of these changes were probably made by different people. Block the IP address and you will have to communicate with public officals.
