Hi there - apparently from your edit summary here, this IP is associated with a computer terminal in a public library [1]. Administrators only block if there is reason to believe that the IP is being used for things detrimental to Wikipedia, such as repeated vandalism. We tend not to blank the pages associated with IPs so we can keep track of the IPs history on Wikipedia easier, so that's why we discourage blanking of IP talk pages - even if they do not pertain to you specifically. What you can do is to create an account on Wikipedia - that way, you avoid all the problems associated with editing under an IP address. "Fair use" is not an I-can-do-anything permission. For instance, if the source of the picture was a completing encyclopedia from which it had been photocopied, that would not be fair use, no matter how historical. Please do not replace Wikipedia pages with blank content. Blank pages are harmful to Wikipedia because they have a tendency to confuse readers.
