[edit] Regarding blocking
Instead of blocking users, can't the pages that are frequently vandalised(eg. Microsoft, Windows) simply be locked so that only registered/authorised users can edit them? Leave the talk page open so that anonymous users can still post suggestions of what to add to the page, to be reviewed by registered users. I feel that this would be a far less frustrating solution to the problem of "anonymous" vandals and over-zealous blockers.
