I urge you to consider that this is a public IP address, registered to a school district with a large number of students; specifically, it is used by Troy High School in Troy, MI. While there are some idiots at this school with too much time on their hands, there are many more smart people with too much time on their hands who can and do edit Wikipedia from school (including myself), and blocking this address is a source of great consternation and frustration for people such as myself who have things to add and refine but are unable to do so.
