This IP has been shared by well over 1000 people, so complaining about certain act of misconduct here is probably practically useless. There are plenty of people here with wikipedia accounts, and has not been any sockpuppeting here to my knowledge (although there has been a hell of a lot of anonymous vandalism). I think that the best solution would be to block anonymous edits from this address, but allow registered users to continue. I'd probably block out registering from here too.
