This IP is not just 1 New Zealand school using Telecom New Zealand, Telecom have a network called school zone which many schools connect to the internet through. Basically anyone acessing the internet through one of these schools (a large % of NZ schools) will be connecting through this system and have the same IP. Be careful blocking it...
