This IP address, 208.31.155.254, is registered to Prince William County Public Schools, Manassas, VA and may be shared by multiple users of an educational institution. In the case of institutions using proxy servers, this IP address may in fact represent many users at many physical computers.

    As far as I'm aware, it isn't standard policy to permanently block an IP when it may hit legitimate users. There are many, many other examples of shared IPs which are the source of multiple vandalisms, but which can't/won't be blocked permanently because there may be other, more sensible users coming from the same IP.
