This IP range has been blocked since it has been used in a persistent way to harass, make many death threats and other severe attacks on several site users.
Do not unblock without first discussing with User:Drini.
A representative of Nebraska St. Division of Communication can contact User:Drini to discuss further actions in order to lift the block.
A concise explanation of the attacks can be found at User:Drini/AxlPMP although i can be provided on request evidence with many details and much more evidence that was left off for brevity.
