This address is a special sort of web proxy.
It is a subscriber-based non-anonymous web content filtering proxy operated by the state-owned educational ISP WiscNet.net, to provide legal compliance with the Children's Internet Protection Act to schools, libraries, and government agencies all across Wisconsin in the United States.
The primary intent of this proxy filter is to block access to pornography and other sexually explicit content, but 8e6 offers a wide variety of other filtering categories such as games, humor, discussion boards, sports, streaming audio/video, and so forth that can be filtered in addition to the basic CIPA filtering.
There are approximately 200 K-12 school districts across the state and perhaps 500,000 students using this single address to access Wikipedia.
Because it is not possible for Wikipedia's staff to individually filter out school districts with students that are vandalizing Wikipedia, everyone using this filter-proxy address is being denied editing privileges.
Members of this filter proxy can obtain editing access by requesting their organization's firewall to allow direct access to Wikipedia, and to add Wikipedia as a proxy exception in their web browser's advanced networking settings. When this has been done, their browser will connect to Wikipedia directly rather than through the filter proxy. Wikipedia will see you using your organization's real IP address, rather than the mass-filter proxy, and will allow you edit privileges. Note that if you still choose to vandalize through this direct unfiltered access route, your organization's direct IP address may also be subject to blocking by Wikipedia staff.
