Note that it is not only students, people accessing wikipedia via schools or department of education computers, and not only people in New South Wales who are affected by the constant blocks placed on this IP number. Non-school based home users are also regularly affected by the bans on this IP number. Please be very careful before placing more blocks on this IP Number.

If anonymous users can be blocked without also blocking signed-in users who have been allocated this IP number by their proxy server then that's fine. I have frequently been blocked (innocently) because this and associated IP numbers are widely allocated to Australian users.
