I just speedy deleted your extremely poorly-written "Joseph Priestly" article. I only realized it was meant to be a joke after attempting to rewrite it. Note: This array of IP address' are used by the Department of Education, NSW, to provide internet access to pretty much every school, DET office, and adult education centre the state (2.5 million people!).
This IP is an ISP proxy server. A large number of people will use the same address.

A web search revealed this site where a pupil identifies himself as coming from Helensburgh public school

Note that it is not only students, people accessing wikipedia via schools or department of education computers, and not only people in New South Wales who are affected by the constant blocks placed on this IP number. Non-school based home users are also regularly affected by the bans on this IP number. Please be very careful before placing more blocks on this IP Number.

I have frequently been blocked (innocently) because this and associated IP numbers are widely allocated to Australian users.
