This ip is the one of my school, since some of us are actually contributing to Wikipedia (while others are being stupid) might it be a good idea to block the ip (forever) but only if there is no account signed in (if technically possible)? That way you'd block all the stupid 9th graders and allow serious contributors to post after logging in to their personal account? Just an idea.
