If you are editing Wikipedia anonymously, then we use your IP address as your identifier. Unless your computer is connected directly to the internet, it may be allocated an IP address that is shared by other people. We cannot tell apart the different people using the IP adddress, which means that sometimes we accuse people of things they didn't do.
