Yeah, IPs are often shared by lots of people. If there was an IP ban, I think that articles could still be viewed, just not edited. Also, it doesn't last forever. But this IP banning discussion took place a while back, and there haven't been any more incidents. I don't think anything will come of it. It might be a good idea, if you're worried about being able to edit articles, to get a Wikipedia account set up. Its free, and it helps people to know that you're not the one doing all the vandalism.
