[edit] 5th Signal Command

Just to let those at 5th Signal Command know, I'm working on an article about the command. If you'd like to offer input, I'd appreciate it. At the moment, my working draft is at User:Kylu/sandbox (and contains next to no content) but once it goes live the section header here will be blue instead of red.
