This IP address was assigned to me by a captive portal wireless access point in the library at Sonoma State University. NAT is not in use on this network, so every client has a real IP, but there appears to be such heavy filtering that only port 80 (HTTP) and 443 (HTTP-SSL) traffic is allowed out.
