I know this is a shared IP, but even still it makes me wonder where the teeth are in Wikipedia policy. User engages in racist and homophobic vandalism, and gets blocked for a couple days; as soon as unblocked, user engages in racist and homophobic vandalism, and gets blocked for two more days; as soon as unblocked, user again engages in racist and homophobic vandalism, and gets another temporary block.
