I coped this small part of a photo from a IAEA report on a radiation accident which occurred in Israel (Medical products treatment plant where the operator entered the irradation room). I think that a perfectly copyright free picture does not exist due to the rarity of the injury.

I think that it is fair use as the use of this picture will not be likely to affect the sale of IAEA reports, the picture will explain something within at least one wikipedia page (likely on the topic of radiation injury).
