Lightspeed and SPD are not the same. Lightspeed was disbanded when the demons were defeated, and SPD was formed in Sirius, not in Earth. Leader Vladimir

Lightspeed was not disbanded. It was clearly still active in some capacity after PRLR ended as evidenced by the Ranger's appearance in Time Force and Forever Red. Of course, for a long time Lightspeed would have been inoperable due to the loss of the Megazords and the Aquabase, but these could be rebuilt given time.
