Xerosis is the medical term for dry skin. It can have many different causes, including general dehydration, Vitamin A deficiency, and diabetes. Treatment is primarily symptomatic. "Xero", meaning dry or dehydrated, "osis" usually reffering to a medical disease or disorder.
