X-Cutioner

The X-Cutioner (Carl Denti) is a fictional character appearing in the Marvel Comics universe. He is a former FBI agent obsessed with stalking Mutants who kill humans, and uses an array of both alien technology (such as Shi'ar power armor and Z'nox sensors) and Earthly technology (such as Sentinel propulsion units) in his quest. He first appeared in Uncanny X-Men Annual #17, in 1993.

Carl Denti's father, an army officer murdered for following an illegal order, which would later interfere with his crusade against mutants. Eventually ending up as an F.B.I. officer, Carl partnered with a contact of Charles Xavier's, Fred Duncan, who was a member of the Xavier Underground, a network of mutant supporters. Duncan maintained mutant criminal records and stockpiled weapons and technology from X-Men foes. Carl Denti, an aspiring agent, took the files, weapons, and technology for himself and took the name X-Cutioner, with a self proclaimed mission to kill any mutant that has killed other people first. Carl is so "dedicated" to his mission that he will use lethal force to stop anyone obstructing his lethal justice.

His first target was the mutant Mastermind, detained on Muir Island, where he encountered the X-Men and gave Colossus a head injury, which would later cause him to join Magneto's Acolytes, and next targeted Emma Frost, only to be stopped by the father and son team of Cable and Cyclops, and some time later, Skin, not knowing that the mutant had faked his own death. Working through the ranks of X-Men characters, he next encountered Punisher, Rogue, X-Man, and Gambit. After teaming up with Gambit and deciding he wasn't a horrible person, Carl encountered a new X-Cutioner, with similar technology.

A normal human with specialized training, X-Cutioner's weapons and technology include alienZ'nox sensors, Sentinel propulsion units for flight, Shi'ar body armor, a personal force field, a teleportation unit and various other weapons from alien races and groups.
