The station is funded both by the URI Student Senate and donations from listeners. The station is open to participation by both students and community members. However, the executive board is almost totally comprised of students elected by student members of the staff with one elected non-student.

WRIU has a block schedule format, with content in areas of classic rock, alternative, punk, metal, hip hop, jazz, classical, comedy, kids' programming, public service programming, talk radio, electronic music, world music, sports, and news. There are 10 hours of freeform radio every week reserved for URI students. The remaining time of the week is presented by a combination of students and community members.
