Should we include Shelling of Mainila? It seems to fit the description at Deception#Fabricate, but perhaps does not go well with other members in this category. Is there a more suitable one for operations that were deliberately made to look like something they were not, but for propaganda reasons rather than immediate success on the battlefield?
