[edit] Draft Fair Use Claim for Crown Copyright pictures
I am aware that the use of Crown Copyright images in article about British politicians has been the subject of controversy and that some have in the past been deleted. I therefore include this full fair use rationale:
-
- The image is of lower resolution than the original photograph (copies made from it will be of inferior quality).
- The image does not limit the copyright owners' rights to distribute the photograph in any way.
- The image is being used for informational purposes only, and its use is not believed to detract from the original photograph in any way.
The two principal reason why such photos have been held to fail WP:FAIR are that they are (1) readily replaceable with free images or (2) purely decorative. I shall deal with each concern in turn:
- Readily replaceable. No free or public domain images have been located for the subject of the article:
- a thorough search of US Federal departments has been undertaken and has revealed no public domain images of the subject; and
- photo-sharing websites such as Flickr have been searched and no images of the subject with a sufficiently free license (e.g. Creative Commons) are available.
- Purely decorative. Including pictures of notable national politicians does more than simply show what they look like:
- where the article in question is about a government or opposition elected official, an officially taken photograph adds significantly to the article on the person. It is important that those in such offices be recognisable; and
- given the ready availability of images of US government officials (as images taken by Federal government employees are invariably public domain) there is a risk of a US-centric bias. Articles on US officials will automatically be of a higher quality.
This Crown Copyright image can and should be used until such a time as a free image of the subject is located and uploaded.
