Hi Windjade. You didn't provide a source for the image (i.e., where the original image you adapted came from), so I have had to guess that it is from a Canadian government website, so would be crown copyright.
Unfortunately, the Crown copyright used in Canada is not compatible with Wikipedia's GFDL licencing (see [1]), and also Template talk:CrownCopyright). This can be confusing, as Crown Copyright works in the UK are permitted to be used on Wikipedia.
The image would also not be fair use, as it would be possible to produce an original version of the image without having to take a copy from the canadian government. I hope that this clears it up - you may wish to enquire on Wikipedia_talk:Fair use about whether or not there is an easier solution to this problem than recreating the image yourself.
