William "Billy" Lewis is a fictional character from the tag team fighting game Rage of the Dragons. He is an unofficial homage of Billy Lee, the protagonist of the Double Dragon series.

Billy, the younger brother of Jimmy, has always followed his brother in different adventures since their childhood. He decided to leave home when Jimmy had enough of physical abuse. He contacted his uncle in Sunshine City and were taken there by him. Their uncle put them under the guidance of the master Lee Song. The old man introduced Billy to the training of the Ryu Zui Ken and the ways of the Blue Dragon. More centred and calm than his brother Jimmy, he decided to keep away from the gangs and to be devoted to the training with his teacher Lee Song and his granddaughter, Lynn.
Even with his efforts to stay away from gangs, Billy felt a special attraction for his brother's girlfriend. At that time, he had suppressed feelings because he felt something far more that just friendship. One day, he decided to talk with her, but could not because she had been murdered by the gang that wanted to attack Jimmy. Because of this, Jimmy blamed himself for her death, and the relationship between both brothers changed. Both of them abandoned the city, leaving the dojo and the training unfinished.
With time, Billy found fortune on street racing; earning a good reputation with his first car, an old Trans Am 77 customised by himself. He was catapulted from there to semi and pro circuits, until he became a professional, and carrying on the training of the Ryu Zui Ken with a self-made discipline. One day, he felt the resonance of the dragons and he contact his master just to hear Lynn, crying and telling Billy of the death of her grandfather. He later took his car and headed to Sunshine City, feeling that he would meet his brother again.
