Who Is That Masked Man? is the sixteenth episode of the English dub of the anime series Sailor Moon.

Determined to defeat the Sailor Scouts, Neflyte (voiced by Kevin Lund) seeks the advice of the stars to learn their weak point, which is said to be Tuxedo Mask (Toby Proctor), and he devises a plan. Later that day, Serena (Terri Hawkes) receives what seems to be a love letter from Tuxedo Mask, asking her to meet him at the mall on Friday night, and is ecstatic. The happiness wears off quickly when she gets to school the next day and learns that every girl in the class had received the same letter. Molly (Mary Long) secretly hopes that "Tuxedo Mask" is Maxfield Stanton. Luna (Jill Frappier) tells Amy (Karen Bernstein) that she is suspicious of the letter and Amy agrees to discuss it with Raye (Katie Griffin). However, Raye has a cold, so Amy decides to take care of her. Neflyte, as Maxfield, is at the department store, where Molly sees him and introduces herself to him and asks if he was Tuxedo Mask. He was surprised that she had supposedly figured out that he had sent the letters, and suspected that she was Sailor Moon. Meanwhile, Serena was wondering why Tuxedo Mask sent letters to everybody instead of just her, and decides to ask in person, and gets all dolled up for the meeting. Molly goes to the mall, which is closed, later that night, but the door opens suddenly and she goes in, calling for Maxfield. Neflyte, wearing a Tuxedo Mask suit, called down to her. She recognizes his voice, and being sure she is Sailor Moon, demands that she transform. Molly doesn't know what he is talking about and, surprised by the amount of energy she is emitting (her love for him), begins draining her energy. Serena is about to go in when Amy calls her. Serena explains her intentions. Amy and Raye are upset with Serena for going alone and decide to head over. Sailor Moon then confronts Neflyte, who was surprised she figured out that he wasn't Tuxedo Mask, and creates Leo the Lion from the stars to attack. Tuxedo Mask comes to help Sailor Moon, and the two are eventually trapped in an elevator going to the top floor, which would then drop down. The two get out of the top of the elevator and with the aid of Mercury and Mars, are able to stay at the top of the building. On the roof, Luna and Mars scold Moon for going alone and Tuxedo Mask eventually leaves. Neflyte goes back to his hideout and notes to himself that he couldn't defeat Sailor Moon but was able to get a lot of energy from Molly, who loved his alter ego. Neflyte asks the stars to ask him help erase any memory Molly has of knowing he is a warrior of the Negaverse.

- This episode is widely believed to be one of the worst-dubbed episodes of the series, largely due to plot inconsistencies and excessive digital effects added by DiC.
