It is not a vote per se, people can say "keep" or "delete", but at the end of the day it is the concensus that is important, not dry votes.. Selam Whitehero, I welcome any new users that I find—the criteria is any user who hasn't been welcomed yet. As for your second question, I guess you know if you ask them. They might also mention where they're from on their userpage.
Regarding Sarma and Dolma: I reverted you because I felt your edits were not neutral. Dolma for example is not only a Turkish food, but it is also found in Middle Eastern and Greek cuisines, see Britannica for example. To start out by saying, "Dolma is a well known Turkish food" would refect a certain point of view (or POV), and I think it's better in an encyclopedia to not claim ownership over anything.
