WHCR 90.3 FM is the community-based radio station based on the campus of CUNY-City College serving upper Manhattan.

WHCR seeks to provide skills in communications and related disciplines to City College students and community members. As a community station, WHCR seeks to empower it's listeners by providing informative, educational and cultural programming that speaks to the diverse population of Harlem.

WHCR's music shows are as diverse as the Harlem community. Tune in and you'll hear Merengue, Gospel, classic R&B, Jazz, Neo-Soul, House, Hip Hop, African, Salsa, Rock-n-Roll and Reggae. Not bound by playlists, WHCR's D.J.s play the music of their choice and provide much needed exposure for independent artists who are often locked out of commercial radio. Talk shows cover Community Affairs, Sports, Health, Technology, Business, Mental Health and Community based Arts and Entertainment.

Angela Harden, WHCR's General Manager who is also an Adjunct Professor in the Media Communications Arts Department, teaches two courses at WHCR. The Radio Station class is open to any student enrolled full-time or part-time at City College . This course covers board operation, broadcast writing and remote broadcasting. The Radio Journalism class is reserved for students majoring in journalism. The Radio Journalism class covers broadcast news writing and radio production. Students enrolled in the course produce Uptown Focus, which airs every other Wednesday from 7:30pm to 8pm during the Spring and Fall semesters.
