Welsper (ヴェルスパー Verusupā), also known as Velsper, is a character in the manga series Oh My Goddess!.

Welsper is a demon, who is in a doublet with Belldandy. When a doublet is formed between a goddess and demon, both are now bound by fate and will die if the other dies. It is a system that ensures that demons and gods will not fight each other out of fear that they may kill one of their own. Furthermore, members of the doublet have their memories erased such that even they do not realize they are in a doublet.

However, Welsper cursed himself to remain in child form in exchange for remembering his encounter with Belldandy. The curse could only be broken if Belldandy speaks his name. Unfortunately for him, his curse was that his power was quickly growing and couldn't be contained within his child form. In order to survive, the curse would need to be lifted.

In order to do so, Welsper hacked into Yggdrasil and installed a virus. The virus corrupted the Time Management Program of Yggdrasil, forcing Urd and Skuld to return to Yggdrasil to fix it. If the virus is initiated, time will stop preventing the deaths of everything, including Belldandy and Welsper. Belldandy, Keiichi, and Peorth are forced to deal with Welsper; the task is especially difficult for Belldandy, who is struggling to remember who Welsper is.

After Belldandy takes a blow that would reverse age Keiichi into nothingness, she is reverted into a child and finally remembers who Welsper is. She speaks his name and he remembers that their bond is not the only thing promised that day; despite the fact they would forget each other, Belldandy promised they would meet again as friends. Welsper is freed from the curse and returns to the demon realm.

However, because Welsper hacked into Yggdrasil, he was punished afterwards by being reincarnated into a cat. He cursed himself again in order to remember everything and keep his intelligence. Though most of his power was inaccessible in his new form, he was capable of using a strong attack he called "cat laser", which fired from the star-shaped marking on his forehead, as well as producing electric shocks, powerful enough to overload Sigel. Having lounged around at Tarikihongan, Hild found him and revealed to Keiichi and the other goddess' that Welsper's cat form was female, something Belldandy already knew. After Welsper had the Demon Servant transferred over to him, he got white spots. In order to remove those white spots, he had to name his Demon Servant. After naming her Die Wespe der Blauen Lanze ("Wasp of the Blue Lance" or simply Blue Lance for short) did he return to normal.

Welsper can be described as confident and calculating, except where two things are concerned: his doublet, Belldandy, and the execution of his plans. Although he is sometimes seen as arrogant and somewhat selfish, he is a determined individual, and he genuinely believes he has to do whatever it takes to achieve any goal. In fact, Welsper is decisive to the point of risking his life, having cursed himself twice in order to be closer to Belldandy.

Welsper truly loves Belldandy and could not bear to live in a world without her. Because of this, he has an intense dislike of Keiichi, who is Belldandy's true love. However, Welsper leaves Keiichi alone out of respect for Belldandy.
