The station began operation in 1998 with just the WBCQ-1 transmitter on 7.415 MHz. Since its inception, WBCQ has held a philosophy that the First Amendment guarantees free speech and, as a trustee of the public airwaves, runs the station based on this. Programs are usually paid for by varying groups of religious and political entities, but there are also programs playing various forms of music, novelty records, and self recorded material. The station also hosts numerous talk shows and is the home of many former pirate radio broadcasters.
