Image of the earlier FBI top ten subheader reading WANTED BY THE FBI used on 1990's wanted posters. This black border header was replaced by the modern blue border version of the poster header some time before 2002.

This black border version of the subheader appeared on FBI wanted posters below blue text on the poster reading FBI FUGITIVE PUBLICITY and below the smaller red border header reading TEN MOST WANTED FUGITIVE Image:FBItopten1990s.gif to the right of the blue text. An example of the original placement of the two headers and the blue text on the 1990's wanted posters of the FBI can be seen as archived in this demo here:
