Wacky Delly is the tenth episode of the third season of the animated television series Rocko's Modern Life.

Fatheads creator Ralph Bighead, son of Ed and Bev, finishes the last episode of the series but still owes the company a pilot for a new cartoon. This upsets Ralph since he wants to focus on creating the world's largest still life. On a visit to his parents' house, Ed and Bev (along with Rocko, Filburt, and Heffer) welcome home a glum Ralph. He tells them about his dilemma, when Heffer mentions that Ralph's new show should be about deli meats. Filburt says a show like that could get Ralph booted out of his contract. Hearing this, Ralph decides to let the guys create the show themselves. At Bighead Studios, numerous arguments between the three lead to a poorly-made final product. Despite this, Ralph's bosses love the pilot and allow the new show to air.

The new show, Wacky Delly, becomes a big hit. Ralph decides to get the new show cancelled by sabotaging future episodes. He first suggests that a whole episode should be focused on a still shot of a jar of mayonnaise. This doesn't work, instead being called a genius example of Warholesque study. He then proceeds to "accidentally" expose a freshly edited episode reel to light, causing the whole scene to be pitch black. Despite this, the show still remains a hit. Ralph tells his dad that he hates the show and wants to be let out of his contract. Ed suggests that his gigantic laser gun fire at a satellite, allowing the beam to ricochet off it, striking the North Pole, flooding Bighead Studios. This also fails when Heffer accidentally uses a car jack to lift up the building when he gets a flat tire. The building remained intact, making the Wacky Delly studio the only surviving TV station in the world. Fed up, Ralph confesses to his animators that he has been trying to sabotage the show. Rocko tells him that he shouldn't ruin a good thing and try himself to make Wacky Delly the best show it can possibly be. Ralph takes his advice and animates a very classy episode with dancing cheese and sausages (almost in the vein of Disney's Fantasia). Ralph's episode is a major failure, getting cancelled with seconds of starting. As a result, Bighead Studios is shut down for good, angering Ralph because no one respected his art. The scene switches to 10 years later in the middle of a desert. Ralph is dirty, malnourished, has a lot of facial hair, and is practically toothless. He says that his life's dream is complete. The camera reveals a giant still life carved from a plateau with spoons. A hillbilly walks up to him and says it pales in comparison to the first season of Wacky Delly.
