Victoria Cartagena was born and raised in South Philadelphia. Her parents Victor and Lucy brought up Victoria and older brother David in one of the toughest neighborhoods in the city. She attended Catholic school during her formative years and later attended the Bodine High School for International Affairs. After graduating from Bodine, Victoria enrolled at The Pennsylvania State University. Upon receiving her B.S. degree, she became a first generation college graduate. Shortly after graduation, Victoria decided to follow her life-long dream of becoming an actor and moved to New York City. She auditioned and got accepted into the American Musical and Dramatic Academy (AMDA)in Manhattan. After completion of the program, she began booking jobs in various plays, including Miguel Pinero's "The Sun Always Shines for the Cool," "The Pyramid of the Sun" and "Latin Lives." She also began an association with the Lark Theater, doing readings for various plays in development as well as starring in the shows "Undone" with Coach Carter's Rick Gonzalez and "Welcome to Arroyos." She accomplished all this while working the front desk at Elysium Fitness where she was discovered in 2004 by revered agent and manager Joan Scott.
