Victim 07+08 is a monster from the Konami Game Silent Hill 4: The Room. The monster resembles the heads of two infants with a body shrouded in long brown hair, supported by two oversized arms using the hands for feet. The monster is actually a recurrent fusion of the souls of the Locane Twins.

Billy and Miriam Locane Were small children whose ball went in the street. When Billy went to get it, he was greeted by Walter Sullivan. Walter then killed Billy with an axe and removed his heart. He then saw Miriam and slowly dismembered her before removing her heart.
