I believe this to be fair use as the diagram was produced by Bellcomm, Inc as part of a study under contract to NASA's Manned Space Flight Center. Originally I thought it was covered under the general NASA rule, but Bellcomm (or whoever took over ownership after Bellcomm was closed down) may have the copyright... delete it if this is a problem.
