Actually, I know 3 0f the 4 words:
- протоколы = Protocols
- Yes or even minutes as meeting minutes
- засѣданій = ?????
- Meetings, conferenses
- сіонскихъ = Zionist
- or at least Zion
- мудрецовъ = Elders/Sages/Wise Men
