Value of Investment (VOI)

VOI is a term and methodology created by the Consortium for School Networking, CoSN. This methodology has been developed to help K-12 schools to better understand the costs and benefits, i.e. value, of proposed technology projects.

While corporations rely on processes such as Return on Investment (ROI) for evaluating the value of proposed projects, the "business" of schools is education and the benefits of proposed projects can not be predicted in terms of revenues and profits. Schools must relate the benefits of technology and other investments directly or indirectly to their mission of education and specific goals and mandates within that mission. VOI takes into account such goals as student performance, community relations, 21st century skills, student involvement, and student equity.

VOI addresses initial and ongoing costs, risk, savings and qualitative benefits such as those described above. While the qualitative benefits can not be described in monetary terms, a relative scoring process is applied based on the importance of the school goals and mandates affected and the influence that the proposed project has on these goals.
