Valiyat al-faqih was a book regarding Islamic leadership written by Imam Ruhollah Khomeini, the Supreme Leader of Iran.
Imam Khomeini wrote about, and enacted, this principle that is central to the governance of the Islamic Republic of Iran. It means "Guardianship of the religious jurist" or "Regency of the Jurist." A vilayet (Turkish from Arabic wilaya) is a province. A faqih is an expert in Islamic jurisprudence.
The concept of the vilayet i-faqih is embodied in the marja'iyya, the position filled by a marja' (singular), or in other non-Iranian conceptions maraji' (plural), who is a faqih. The concept places an Islamic jurist in charge of guiding the state in legislative and executive actions. In Iran this jurist is quite potent and can do almost anything that is, in his judgement, necessary to keep the republic in line with his interpretation of the Islamic state.
