This article hasn't a single cited source and most of the statements seem false.

The only mention of a "Upsurging People’s Force" in the article you've given is
- Insurgency/Non-state armed groups: A message is received by local media in Jaffna from the ‘Upsurging People’s Force’ claiming responsibility for a claymore attack in Vavunya last Saturday as well as for a claymore attack on Sunday in Mattuvil in which one SLA soldier was killed.
Claiming responsibility doesn't mean they did it. Anyone can claim responsibility for an act they didn't commit. WP needs reliable sources. You can't just state something like

- I have changed it to say "claimed responsibility for". For around six months last year and this year this group was suddenly claiming credit for all attacks, and was being mentioned by the BBC and other news organisations so I thought Wikipedia should have an article saying who it was, what the Government thought of them, and what the LTTE's official line was.
