I don't think we need to get into that game, because quite frankly it always winds up with a bunch of randoms who happen to be people's favourite lecturers getting added. If a case can be made for notability- i.e. prodigious research output in top journals (e.g. Nature, Science etc), or elected fellowship of learned societies (e.g. Royal Soc, British Academy, US Academy of Sciences etc) or they are notable for their public outreach work, e.g. as science writers or commentators on national events, then a case could be made for putting them in. With the best will in the world, this is unlikely to extend to a physicist whose papers are 'admittedly of marginal impact'! I have reverted for now, comments appreciated.
