The UEFA Cup 2006-07 is the 49th edition of the European UEFA Cup football club tournament. The final match will be played at Hampden Park, Glasgow, Scotland on May 16, 2007.

[edit] Italian match-fixing scandal
The 2006 Serie A scandal resulted in major changes to the clubs that originally qualified in Italy. Originally, Roma took the cup winner's place as losing finalists in the 2006 Coppa Italia, as victorious Inter Milan finished in the top four and qualified for the Champions League tournament. The other two UEFA Cup places initially went to Lazio and Chievo.
However, Lazio, as well as the remaining three Champions League qualifiers (Juventus, Milan and Fiorentina), were formally indicted on 22 June on charges relating to the scandal. [1].
On July 14, all four of the indicated clubs were penalized by an Italian court and the Italian Football Federation (FIGC). Results of the FIGC appeal were announced July 25. The impact on the UEFA Cup was:
- Lazio were barred from European competition.
- Roma and Chievo were promoted to the Champions League.
- Palermo, Livorno, and Parma were granted Italy's places in the UEFA Cup.
[edit] Greek Football Federation
FIFA suspended the Hellenic Football Federation from all international competitions on 3 July 2006 because of incompatibilities between Greek law and FIFA regulations. However, after the law was amended to address FIFA's objections, FIFA reinstated the HFF on 12 July.[1]

[edit] First qualifying round
These matches were held on July 13 and July 27, 2006.

These matches were held on August 8 and 10 (first leg) and August 24 (second leg), 2006.

The matches were held on September 14 (first leg) and September 28 (second leg), 2006.
4Due to the armed conflict in Israel, UEFA had ruled that European tournament matches could not be played in Israel until further notice. Maccabi Haifa's home leg on 14 September was moved to Nijmegen, Netherlands. On 15 September, UEFA lifted the ban, allowing future matches to be played in the Tel Aviv area. Hapoel Tel Aviv were able to play their home leg on 28 September in Tel Aviv.
5UEFA ordered Trabzonspor's home leg on 14 September to be played behind closed doors after objects were thrown at visiting fans and the fourth official, and a smoke bomb ignited in the stands, during their second qualifying round home leg against Cypriots APOEL. Trabzonspor appealed, and UEFA rejected the appeal on 13 September. Trabzonspor's penalty includes a second closed-doors game, a penalty which has been deferred for two years and will be removed if no further incidents occur.

- The draw was held on October 3, 2006 at UEFA Headquarters in Nyon, Switzerland. The matchdays for this round will be October 19, November 2, November 23, November 29/November 30, and December 13/December 14, 2006.
[edit] Tie-breaking criteria
Based on paragraph 4.06 in the UEFA regulations for the current season, if two or more teams are equal on points on completion of all the group matches, the following criteria are applied to determine the rankings:
- superior goal difference from all group matches played;
- higher number of goals scored in all group matches played;
- higher number of goals scored away in all group matches played;
- higher number of wins;
- higher number of away wins;
- higher number of coefficient points accumulated by the club in question, as well as its association, over the previous five seasons (see paragraph 6.03 of the UEFA regulations).
Key to colors in group tables:
- Green: Top three places advance to the round of 32.
- Red: Bottom two places are eliminated from European competition.

Notes:
- Rangers have qualified for the next stage, and will finish first in the group if they beat or draw with Partizan in the final game, or if Auxerre fail to win by 2 goals against Livorno.
- Maccabi Haifa has qualified for the next stage, and will finish second in the group if Auxerre fail to win against Livorno.
- Auxerre will qualify for the next stage with a win or tie against Livorno. A win will allow Auxerre to finish second in the group.
- Livorno must win against Auxerre to qualify as third place finishers.
- Partizan have been eliminated due to the fact that Livorno (2 points) and Auxerre (4 points) still have to play each other in their last match.

- Lens will qualify for the next stage with a win or draw against Heerenveen. If Lens loses:
- One goal loss: Lens will qualify via the goal difference tiebreaker (Lens 0, Odense -1, Heerenveen -2), without having to depend on the Parma-Osasuna result.
- Two goal loss:
- 3-1 loss or similar two goal loss margin: Lens will qualify via the goals scored tiebreaker (Lens 6+, Odense 5, Heerenveen 4+), without having to depend on the Parma-Osasuna result.
- 2-0 loss: Lens will need to depend on Osasuna losing by enough goals to make Osasuna's tie-breaker inferior to that of Lens.
- Three goal loss or more: Lens will be eliminated as they would already lose to Odense and Heerenveen via the goal difference tiebreaker (Heerenveen 0+, Odense -1, Lens -2 or worse).
- Osasuna will qualify for the next stage with a win or draw against Parma. A loss may be enough if the losing margin do not allow two clubs other than Parma to overtake Osasuna.
- Heerenveen must defeat Lens by enough goals to overcome any two of Lens', Odense's or Osasuna's goal differences, assuming Osasuna lose, or both Lens' and Odense's goal differences, assuming Osasuna draw or win.
- A win by three or more goals will assure them of overtaking Lens and Odense on goal difference. This is the one result that will allow Heerenveen to advance even if Osasuna win or draw.
- A win by two goals will probably not be sufficient for Heerenveen:
- A 2-0 or 3-1 win will leave Heerenveen behind Lens and Odense on the next tiebreaker of total goals scored (Heerenveen would then have 3 or 4 goals versus Odense's 5 and Lens' 5 or 6).
- A 4-2 win would leave Heerenveen behind Lens on total goals scored (5 to 7). Heerenveen and Odense would be level on goal difference and goals scored, but Odense would win the tiebreaker with a 3-1 advantage in total away goals.
- A 5-3 or greater win would leave Heerenveen behind Lens but ahead of Odense on goals scored. In this case, Heerenveen can only advance if Osasuna lose, with their final fate depending on the Parma-Osasuna scoreline.
- As noted earlier, a one-goal win will not be enough for Heerenveen.
- Odense have finished their games, and thus have to depend on the results of the two remaining games in the group to qualify. In general, the results must allow Odense to overtake any two of Lens, Heerenveen, or Osasuna. If Heerenveen win Lens by an exact score of 2-0, Odense's fate will not need to depend on the Parma-Osasuna result.
- Firstly, Heerenveen and Lens must not produce a result that would allow both teams to overtake Odense in a tiebreaker. The only result that would allow both to overtake Odense is a two-goal Heerenveen win with a scoreline of 5-3 or greater. Any lesser win will leave Heerenveen behind Odense in either the total goals or away goals tiebreaker. A Heerenveen win by three or more goals would put Heerenveen ahead of Odense, but would also leave Lens with an inferior goal difference to Odense. A good result for Odense is for Heerenveen to win Lens by the exact score of 2-0. This will allow Odense to overtake both in the tiebreaker (overtake Heerenveen by virtue of more goals scored, overtake Lens by virtue of more away goals scored), thus Odense need not depend on Parma beating Osasuna in this case.
- Otherwise, Parma must defeat Osasuna by enough goals to make Osasuna's goal difference inferior to that of Odense. Osasuna enter the Parma match with a goal difference of 0 to Odense's -1, 4 goals to Odense's 5, and with 1 away goal to Odense's 3.
- Odense will win a tiebreaker with Osasuna if:
- Parma win by two or more goals, leaving Osasuna behind Odense on goal difference.
- The Parma-Osasuna scoreline is 1-0 (leaving Odense ahead on goals scored) or 2-1 (leaving Odense ahead on away goals). A larger scoreline (3-2, 4-3, etc.) would leave Osasuna ahead on total goals scored.

- The draw for this round will be held on December 15, 2006 at UEFA Headquarters in Nyon, Switzerland. The matches will be held February 14/February 15 and February 23, 2007.
- 8 third-placed teams from the UEFA Champions League group stage join the UEFA Cup at this stage, including:
- Group winners are drawn against third place teams; group runners-up are drawn against teams coming in from the UEFA Champions League group stage.

- The draw for this round will be held on December 15, 2006 at UEFA Headquarters in Nyon, Switzerland. The matches will be held March 8 and March 14/March 15, 2007.
[edit] Quarter-finals and Semi-finals
- The draw for these rounds will be held on March 16, 2007 in Glasgow, Scotland. Quarter-final matches will be held on April 5 and April 12, 2007, with semi-final matches to be held on April 26 and May 3, 2007.
- The final will be held at Hampden Park in Glasgow, Scotland on May 16, 2007.
