Batbayar is a member of the the predominantly ex-communist Mongolian People's Revolutionary Party, or MPRP. The MPRP assumed control of the Mongolian government after its coalition with the Democratic Party crumbled in January 2006. The city council of Ulaanbaatar selected Batbayar as mayor in 2005.

Batbayar visited the United Nations and the United States in October 2006. The Niagara Falls Reporter (October 3, 2006) described Batabayar as a "taciturn, carefully spoken man." Batbayar visited the United States in hopes of improving trade and cultural relations between Mongolia and the United States.
